Load Korea's earthquake list since 1978 downloaded from the KMA Weather Nuri site, mark the blanks, and tell apart the step made by digital observation from 1999 and the spike made by the 2016 aftershocks. Write a rule for maximum intensity III or more, compare it with a decision tree tested on records from 2023 on, then send past earthquakes through an alarm on a virtual board and count misses and false alarms.
